Is it compulsory to add payment method to download/upload an app in Mac?

Is it compulsory to add the payment method to download or upload an app in Macbook Pro? I am not able to download new app and update.

To download you don’t need to add payment method. However, to upload you’ll need Apple’s developer account which I believe currently costs $100/year
